Understanding Strong Leadership in Law Enforcement

Strong leadership in law enforcement is characterized by several key traits:

  • Integrity: A leader must be honest and uphold ethical standards.

  • Communication: Clear and effective communication fosters trust and transparency.

  • Empathy: Understanding community needs and concerns is vital.

  • Decisiveness: A good leader makes informed decisions quickly and confidently.

  • Vision: A forward-thinking approach helps in planning for the future.

These traits are essential to effectively serve and protect the community.

The Experience That Sets Me Apart

I bring more than 25 years of law enforcement experience in Strafford County, having served as a patrol officer, Sergeant, Lieutenant, and Chief of Police. I currently serve as the Town Administrator for the Town of Milton, while continuing to serve as a part-time police officer. This combination of leadership and frontline experience gives me a distinct perspective on the challenges facing law enforcement today.

Proven Track Record

As Chief of Police, I consistently proposed responsible budgets and finished each year under budget. When other departments needed support or the Town undertook projects, I volunteered to hold funds in my budget lines so Milton could advance its priorities and ensure every department had the resources to serve residents and visitors. Under my leadership, the Milton Police Department became one of the first two agencies in New Hampshire—and the first in Strafford County—to deploy body-worn cameras. Our experience with the technology helped other agencies develop policies and launch their own programs.

Commitment to Training and Development

As Chief of Police, I mandated that every officer within my agency attend and successfully complete the Crisis Intervention Team Program training (CIT) for Law Enforcement Officers.  I remain committed to supporting officer mental health and providing training that enables officers to respond to mental health crises safely and effectively.  Professional development should both advance an officer’s or deputy’s career and address the agency’s needs

Vision for the Future

It is time for change at the Strafford County Sheriff’s Department. The county needs a more proactive department that supports local police agencies. In addition to fulfilling its core responsibilities, the Sheriff’s Department should serve as the primary backup for law enforcement in our small-town communities.

Community Engagement

Community engagement is central to my vision. I have always made myself available to residents, wherever I meet them, and maintained an open-door policy at my agency. I will continue that approach at the Sheriff’s Department because open dialogue is essential to building trust, strengthening collaboration, and moving the county forward.

Emphasis on Mental Health Resources

Recognizing the growing mental health crisis, I am committed to expanding deputies’ access to mental health resources within the department. By partnering with local mental health organizations, we can equip deputies with the tools and training to respond effectively to people in crisis.

Technology Integration

Technology is essential to modern law enforcement, and I am committed to incorporating it into our policing strategies. My priorities include equipping all road deputies outside specialty units with body cameras, implementing a new records management system for the County and local police departments, and continuing to improve communications systems through proactive replacement planning—before failures occur.

Conclusion

Strong law enforcement leadership is essential to safe, thriving communities. My experience, commitment to community engagement, and forward-looking vision will guide my efforts to strengthen Strafford County through transparency, efficiency, and cooperation among county law enforcement agencies. I look forward to working with Democrats, Independents, and Republicans to make Strafford County the safest and best county in New Hampshire.
